Public Policies and the Development of National Computer Industries in Britain, France, and the Soviet Union, 1940—80IBM France, the United Kingdom, and the Soviet Union implemented various public policies designed to promote the development of local computer industries, beginning in the late 1940s, that had mixed results but were part of a larger pan-European interest in promoting national economic development through the use of technologies.
